Overview
Issue 11, titled A Stitch in Time was a major revision to City of Heroes and City of Villains released on Wednesday, November 28, 2007. The title refers to Ouroboros, which was introduced in this Issue, along with Flashback. Other important additions include new powersets, Weapon Customization, and new inventions.
This article summarizes some of the major features in Issue 11. For more complete details, see the release date's patch notes.

New Power Sets
Issue 11 brings the Dual Blades and Willpower sets for Brutes, Scrappers, Stalkers and Tankers.
